Change Management Communications Specialist – Remote

The People, Process, and Program Performance (P4) line of business (LOB) supports government entities in transforming their work by providing expertise and services in the areas of change management, program modernization, IT management, learning technology, and workforce analysis. P4 offers services, such as strategic communications, across federal agencies and practice areas.
The Change Management Communications Manager supports the P4 LOB, especially the LOB’s work on organizational change management and strategic communications projects, by overseeing and implementing the development of communications and dissemination strategies. This includes working with teams and clients to develop content and messaging (e.g., handouts, talking points, e-mails, digital content, videos) for distribution to various target audiences for those projects, including child welfare professionals and the children and families they serve. They also support the development and implementation of communications plans, strategies, and activities, including disseminating messages through various channels (e.g., email, website, sharepoint, social media) and operating e-mail, social media, and other dissemination and scheduling technology and software.
The Change Management Communications Manager will interact with project directors, managers, and staff in P4 and other ICF LOBs to support project strategic communication needs. This is a remote, full-time, exempt position that may occasionally require travel up to two times per year.
Key Responsibilities
Create a variety of change management and communications materials and tools, including e-mails, social media posts, handouts, web content, talking points, and more which are clear and understandable to target audiences.
Assist with the authoring, proofing and quality control of all communications materials.
Organize and manage content and develop taxonomies for digital information sharing platforms such as SharePoint and websites.
Support the development of organizational change management (OCM) strategies and roadmaps
Support the project team to develop stakeholder/and partner outreach and engagement efforts to obtain awareness, understanding, buy-in, and support
Work with team members to recommend, develop, and implement OCM strategies
Contribute to the development and maintenance of internal digital content guidance documents, including the style guide, image guidelines, audience personas, marketing manual, and others as needed.
Coordinate tasks, teams, and timelines toward developing and maintaining content, including facilitating discussions with stakeholders and subject matter experts to develop content, ensuring content is reviewed and approved in a timely and efficient manner in line with our processes, and taking ownership of keeping content and digital platforms updated on an ongoing basis.
Support development of strategic communications plans, including identifying target audiences and their needs; developing communications goals, objectives, and targets; and designing strategies to meet goals that align with the project’s work plan or change management plan.
Implement dissemination and communications strategies and activities, including developing and managing timelines, stakeholder and team engagement and review, approvals, scheduling, testing, sending, tracking, and reporting.
Support development of dissemination infrastructure within an organization, including implementing technology and software solutions as needed and working with organizational staff and stakeholders to set up and maintain communication processes, loops, mechanisms, tools, and contact lists.
Required Qualifications
Bachelor’s Degree
3 years of experience managing projects, tasks, or equivalent of project management such as managing multiple aspects of deliverables, deadlines, and partner relationships
3 years of experience in message and/or web content development OR writing/editing.
3 years of experience executing broad range of communication and media strategies.
Preferred Qualifications
Experience with e-mail, social media, and digital writing best practices.
Experience developing content using existing brand and style guides in alignment with client and industry standards.
Familiarity with federal Plain Language Guidelines.
Familiarity with writing for Section 508 requirements. Proficiency in using graphic design to develop e-mail, word, and PPT templates, logos, and banners and one-pagers, handouts, and publications Experience in identifying new communications technologies and channels to strengthen communication, dissemination, and reach
Experience applying strategic communications principles to change management and organizational change projects
Experience in child welfare or the health and human services field
Experience in the federal and government contracting environment

Pay Range – There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is
$107,354.00 – $182,501.00
